ISIS flags on offical buildings?

On 18 November, news spread in Tashkent that black flags of the “Islamic State” were hung up in the buildings of the Uzbek Parliament and the President’s White House in Tashkent. In the last weeks, the Uzbek authorities had arrested dozens of people for participating in this movement. According to preliminary data, more than 160 people had been arrested only in Tashkent who, according to the Uzbek authorities, one way or another had been involved in the “Islamic state”.
