Shanghai Summit dictators’ paranoia 

As the SCO summit draws nearer, the Uzbek government’s window-dressing efforts are gathering pace. The officials justify their actions with resolution No 227 of the Cabinet of Ministers “On additional measures to reconstruct and modernize Tashkent’s main streets”.

The façades of multi-storey buildings are being decorated for show. As part of the measures ahead of the SCO summit, the staff of the Interior Ministry and fire-fighting units are staying in barracks day and night, complaining that they are tired both physically and morally.

Their prime task is to cleanse the city of Uzbek citizens who have come to Tashkent from other parts of the country and are not registered with the authorities. There are also reports that serious efforts are under way to destroy stray dogs and cats in the city.

In his new cartoon devoted to a poisoned cat posted on the Eltuz.com site, caricaturist Tuz mocks the situation. He says “if someone’s cat is killed in the street these days, they will justify it with government resolution No 202 of Uzbekistan `On improving the services related to catching and keeping stray animals ”.

According to Tuz, the measures being taken in this closed city are an absurd effort to calm the paranoia of dictators at the Shanghai summit.
